The formal negotiation process began on May 18, 2017, when the USTR announced to Congress that it wanted to renegotiate NAFTA starting at 90 days.  In accordance with the trade promotion authority`s statutes, the USTR published its document on the main objectives of the negotiations on 7 July 2017. Negotiations began on August 16, 2017 and continued until April 8, 2018. Without a solution, Lighthizer said on May 2, 2018, that negotiations would be suspended until 2019 until 2019 if no agreement was reached at the end of the month. This statement was justified by the impending change of government in Mexico, during which the then President, Andres Manuel Lopez Obrador, did not agree with much of the negotiated language and was perhaps unwilling to sign the agreement. Trump called the USMCA “the best and most important trade agreement of all time in the United States,” but it is not expected that the agreement will significantly increase trade in the region. B extending copyright protection for 50 years in NAFTA to 70 years. It also includes new criminal penalties for the theft of trade secrets, including cyber theft. On May 11, 2018, House Of Representatives spokesman Paul Ryan set May 17 as the deadline for congressional action. This deadline was not met and the agreement with Mexico was not reached until August 27, 2018.
 At that time, Canada had not approved the agreement. Mexico`s outgoing President Enrique Pea Nieto, having left office on 1 December 2018 and requiring 60 days as a review period, the deadline for making the agreed text available was set at the end of September 2018, 30 September 2018. Negotiators worked around the clock and reached an agreement less than an hour before midnight on a draft text. The next day, October 1, 2018, the USMCA text was published as an agreed document. But the United States.M.C.A. retain a more controversial addition to the Trump administration – a sunset clause that requires all three countries to verify they remain in the agreement after six years. If a country decides not to pursue the pact, the U.S.M.C.A. expires 16 years later. It also establishes a list of cheese names that Mexico and the United States can agree to be marketed without restriction in their country, and it requires food stores in British Columbia to stop their practice, to sell only British Columbia wines on certain shelves and to store American wines next to them.
